And with that they had an agreement to join forces in battle, but with some conditions. On Naruto’s side, they ate talking about the process to gain the Kyubii’s power that won’t be an easy task for Naruto, this is why he is hesitant to break the seal. The Kyubi’s power is made up of two parts the chakra and the kyubi’s will. In order for Naruto to have great power he needs the Kyubis’s chakra but along with that is the Kyubi’s will that is made up of mass hatred, that is why the Kyubi comes out when Naruto is angry its like a catalyst to make Naruto go berserk, so in order to gain the Chakra Naruto must have a strong will to defeat the will of the Kyubi, for it to be separated.

Naruto was able to use the Kyubis chakra due to his father, Yondaime’ seal having a leak to help Naruto gain extra help when he needs it. So if the seal unlocks the full power of the kyubi and so is his will, would be unleashed. And if the kyubis will is stronger than Naruto, it will be completely revived like the battle Naruto had with Pain. And without further hesitation Naruto placed his hand to unlock the seal.
